Waiting on God is not passive. It is a way of receiving strength.

“Be strong and of a good courage; be not afraid, neither be thou dismayed: for the Lord thy God is with thee.”
The reason for courage is God's presence.

“For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.”
This passage names what God gives in place of fear.

Courage grows when God becomes larger than the threat.

God is described here as the God of hope, not only the giver of hope.
